SALARY: $5608.

00 REPORTS TO: Assistant Superintendent of Human Resources QUALIFICATIONS: Master’s Degree NC Licensure School Administration preferred HR Administrative Experience preferred A valid North Carolina Teaching Certificate Minimum of five years teaching, supervision, or administrative experience Ability to work with people, strong interpersonal skills Ability to conduct training for adults JOB GOALS: To establish and provide administrative services for an effective and efficient Human Resources Department consistent with the mission and goals of the Public Schools of Robeson County.
ESSENTIAL JOB FUNCTIONS: ? Develops, implements, and administers District recruiting efforts to attract the highest quality employees and to ensure cultural diversity and equal employment opportunity.
? Establishes and maintains rapport with a variety of civic and community groups and serves as a liaison to the community on matters related to District programs, recruiting, initiatives and general problems and concerns.
? Gathers and analyzes statistics and other data, and conducts interviews and/or surveys to evaluate cultural diversity and equal employment opportunity awareness.
Develops or coordinates access to seminars, workshops, classes, etc.
to provide identified educational needs.
? Interview potential clients and schedule on site interviews with designated principal and central office staff.
? Reviews criminal backgrounds ? Plans, develops, and coordinates an induction conference with all certified staff.
? Supervises or provides orientation and training for all new certified employees.
? Supervises or provides orientation and training for all beginning teachers.
Process and review all applications for potential employment to assure that certification needs are met by working closely with the Director of Licensure.
? Manages the Beginning Teacher Support Program.
? Manages personnel records ? Oversees requests to view personnel files ? Updates vacancies posting ? Coordinates district recruitment and supervises all employee recruiting activities for the district including reconciliation of expenditures.
? Exercises confidentiality in personnel matters ? Collaborates with the Asst.
Superintendent for Human Resources to plan, direct, monitor, coordinate, and assess all activities and operations of the Human Resources Department.
? Provides supervision of HR personnel and works collaboratively with staff to ensure an atmosphere of continuous quality improvement.
? Provides leadership and support for district personnel to ensure the successful operation of the department.
? Organizes and supervises the interview process for all initial principal vacancies within the district unless assigned to other personnel.
? Reviews and monitors the application process to ensure that the district maintains a quality database that is continually updated.
? Attends and participates in the regional and state Professional Administrators of North Carolina (PANC) association.
? Serves as team player and role model for other employees in the organization; demonstrates a commitment to continuous quality improvement; supports and exhibits organizational core values of caring, respect, integrity, responsibility, high expectations, being customer driven, and valuing diversity.
? Assist and advise the Assistant Superintendent of Human Resources, administrators, and school officials on personnel related matters as necessary.
? Exercise tact and courtesy in frequent contact with employees and representatives of outside agencies and organizations.
? Performs other duties and accepts responsibilities as assigned by supervisor to improve or enhance the efficiency and effectiveness of programs, operations, and processes in the system.
? Maintain records on the State Human Resource Management System with employee data.
? Prepare contracts for 1st year, 2nd year, 3rd year, and 4th year from HRMS.
? Mail notification letters to each employee after the Board approves employment.
? Set up a pre-employment file, key in employee information on HRMS.
? Prepare teacher contracts from HRMS.
? Compile reassignment letters.
? Assign position numbers to new employees.
? Acknowledge resignation and retirement letters and file and code on HRMS.
? Disseminate Intent Letters, receive them and compile a checkoff list.
? Disseminate information for transfers to employees, compile transfer list for principals and mail.
? Keep an excel file for certified employees by school, name, social security number, pay code, position number, source of funding and type of teacher.
? Acknowledge letters for recommendation and reprimand and place them in the employee file.
? Assist in the design of program reports.
? Prepare information for board mailings as it relates to vacancies.
? Works with the payroll department in verifying employment and payroll codes.
? Help update personnel files at the end of the year.
? Complete Yearly Reports, Racial Summary, SS200 Report, EE05 Report ? Complete Intent Forms ? Performs special assignments and projects as assigned by the Assistant Superintendent of Human Resources and/or Superintendent.
