Name of Position: Chief of Police Division: Operations Department: Campus Police Applications Accepted Through October 27, 2023, or Until Filled Effective Date of Employment: November 13, 2023 Length of Employment: Full-time, 12 months Salary Range: $60,000 - $65,004 Minimum Requirements: Must be a certified North Carolina Law Enforcement Officer and have a minimum of an Associate’s Degree in Criminal Justice, public administration, or a related field from a regionally accredited institution.
Extensive progressively responsible experience in police work, including considerable supervisory and management experience at the rank of Captain or above and three to five years of experience in providing college campus, civil, or institutional security, or an equivalent combination of education and experience is required.
Previous supervisory experience in providing college-level security or other law enforcement-type work is highly desirable.
Applicants must have extensive knowledge of law enforcement best practices, leadership, budget, and personnel management; considerable knowledge of state and federal laws, local ordinances, policies, and written directives of the police department and of law enforcement principles, practices, methods, and equipment.
Applicants must have the ability to meet annual in-service training requirements; and skill in the use of firearms and other police equipment as required to maintain state certification and comply with state mandates.
The applicant must possess excellent interpersonal, verbal, and writing skills, and demonstrate the ability to act with sound judgment in routine and emergency situations.
Must have a valid North Carolina driver’s license with no previous convictions other than minor traffic violations is required.
The applicant must be a certified locksmith or possess the ability to be certified within 6 months of employment.
Bilingual in English and Spanish and a National Career Readiness Certificate are preferred.
Position Duties: The Chief of Police will oversee the Wayne Community College Campus Police Department and supervise a department of both sworn and non-sworn officers; proactively leads efforts to educate the organization’s leadership and teammates on security threats and protective measures; and will develop, implement, monitor, and maintain the College’s police program in compliance with the North Carolina Department of Justice, Training & Standards Division (Training and Standards).
Ensures personnel compliance with Training and Standards Commission mandatory in-service training requirements and maintains training records for all department personnel; and will be responsible for developing and managing the department budget, implementation, and updating of the College Emergency Response Plan, and Wayne Community College Campus Police Department Standard Operating Procedures.
The Chief of Police will develop and conduct student and employee safety orientation; will oversee the maintenance of emergency call boxes, security cameras, public address notification systems on campus, and facility access control electronic locking system; and will monitor, compile, and maintain crime statistics in accordance with Jeanne Clery's Disclosure of Campus Security Policy and Campus Crime Statistics Act; and will supervise and direct investigations on vehicle accidents, missing property, theft, vandalism, breaking and entering, larceny, and other major crimes; ensure preparation of necessary reports, and coordinate with local authorities as matters dictate.
The Chief of Police will direct and assist in the security patrol of the main campus, the Wayne Executive Jetport campus, and other property owned and/or controlled by Wayne Community College; implement safety and security measures to provide protection for all individuals, and the safekeeping of facilities, equipment, and other assets; and will supervise and assist in medical emergencies, fire evacuation, severe weather, campus lockdowns, bomb threats, and exercise drills.
Ensure monitoring of all campus facilities for trespassing of individuals on campus during and after business hours; and will perform regular physical inspections of grounds, buildings, equipment, and operations; identify hazards and incidents of regulatory noncompliance and recommend corrective actions.
The Chief of Police will be on call twenty-four hours per day, seven days a week.
