General Description This position provides FIAR expertise to the Joint Special Operations Center (JSOC).
This includes providing Financial Improvement and Audit Readiness (FIAR) knowledge and expertise and supporting: (a) FIAR discovery efforts; (b) FIAR correction efforts; (c) audit assertion efforts; and (d) audit sustainment efforts; all with the goal of meeting JSOC audit readiness goals and objectives.
The successful candidate will also act as the primary liaison between JSOC and external audit agencies/teams, assisting with the development of command financial statements, and both recommend changes to and assist with the implementation of changes to systems, processes, and documentation as necessary to meet audit requirements and support the creation of unqualified audit opinions.
Duties and responsibilities Lead/assist in guiding JSOC in evaluation of current system and process FIAR compliance status Updating processes and plans to be FIAR compliant.
Assist in audit assessment activities for key JSOC processes and systems.
Evaluate key JSOC systems, processes, and documentation for FIAR guidance compliance.
Update key processes and documents to align them with current FIAR guidance.
Coordinate updates for stakeholder review and signature.
Draft status reports and position papers recommending strategies to achieve audit readiness.
Evaluate financial processes, data, systems, and processes/controls against Government mandated Compliance Guidance to determine the effectiveness of controls.
Support the post-audit remediation process, including updating processes and documentation in response to audit findings.
Develop and assist with the implementation of control monitoring techniques.
Specialized Knowledge The successful candidate will have knowledge and expertise in the following areas: Complete understanding of government/military accounting and/or budget activities.
Complete knowledge and understanding of generally accepted accounting principles (GAAP) and internal controls over financial reporting (ICFOR) Experience and knowledge of OMB Circulars A-123, A-134, A-136, and other relevant OMB policies.
Experience and knowledge of DoD and Army financial management policies and procedures.
Experience and knowledge of Army policies, systems, and procedures for personnel, acquisition, inventory, property, and material management.
Understanding and ability to integrate disparate DoD financial systems.
Experience with government accepted, standardized, and specialized software applications to include General Accounting and Finance Systems, System Metric and Reporting tools.
Ability to work with GFEBS and GFEBS-SA.
Understanding of and ability to analyze and support UOT.
Experienced in interfacing with technical, functional, and senior system program personnel.
Experience studying and analyzing system or process problems and needs of selected programs to determine how to best solve the problems and accomplish improvements in audit readiness and/or systems integration.
Education Bachelor’s Degree in an Accounting and Finance or related field.
Professional Certifications None required.
Clearance Top Secret.
Experience 5+ years of government/military accounting or budgeting FM experience; possessing four or more years of relevant DoD experience, including supervising and direction staff efforts.
In addition, must have 1 to 2 years of SOF experience working in a joint environment.
Citizenship Must be a U.
S.
Citizen.
Skills and Abilities Understanding of FIAR compliance requirements and FIAR audit activities.
