Summary: We are seeking a Contract Manager specializing in medical instruction to oversee and facilitate qualified instructors who will deliver both basic and advanced medical training for JSOMTC medical courses, ensuring alignment with the current Program of Instruction (POI) and Performance Work Statement (PWS).
This role plays a pivotal part in supporting the mission of JSOMTC and its specialized medical courses offered at Fort Liberty, NC.
The Contract Manager will be responsible for orchestrating all contract activities, managing personnel, and upholding high standards of instruction quality and compliance.
Responsibilities: Essential Job Functions: The Contract Manager shall be responsible for the successful management of all contract activities.
The Contract Manager shall establish management procedures to support the mission, main tasks, ancillary tasks, and objectives as listed in the PWS.
Manage its personnel in close coordination with JSOMTC's schedule of training, exercises, and events.
The Contract Manager shall maintain 100% continuity of instructor performance and maintain required instructor-to-student ratios during personnel changes.
The Contract Manager shall ensure that no Contractor vacancy is left open for more than 10 working days.
The Contract Manager shall attend JSOMTC's coordination and synchronization of activities meetings.
The Contractor Manager shall remain available for an After-Action Review (AAR), as scheduled by the Contracting Officer Representative after training iterations.
The Contract Manager shall be responsible for supporting the daily operations of JSOMTC, including all instruction and hands-on application through practical exercises with various tools for medical instruction.
The Contract Manager shall ensure all instructors are qualified for the classes/courses prior to any instruction.
The Contract Manager shall also ensure that no non-faculty personnel teach any medical block of instruction.
The Contractor shall be responsible for contract employee compliance with the security requirements of the contract.
The Contract Manager shall advise the military on the development and implementation of course material.
The Contract Manager shall conduct or permit the Government to perform preventive maintenance checks and services (PMCS) on all Government equipment and systems employed in support of the POI.
The schedule for the training and any amendments to the schedule will be approved by the Government.
The Contract Manager may design and create electronic training aids in support of JSOMTC training objectives and provide them to the Government for final approval prior to use.
The Contract Manager shall ensure a faculty-to-student ratio in didactic and hands-on blocks is IAW the published POIs.
#CJ Qualifications: Necessary Skills and Knowledge: The ideal candidate will have extensive experience working with senior military officers and managing complex military programs.
Must be familiar with standard concepts, practices, and procedures within the field.
Relies on experience and judgment to plan and accomplish goals.
A certain degree of creativity and latitude is required.
Demonstrated knowledge and proficiency in customer service skills, use of routine office equipment.
Proficiency in Microsoft Office computer programs (i.
e.
, Word, Excel, PowerPoint, etc.
), and web-based applications Excellent communication skills Excellent time management skills Minimum Qualifications: Must be a US Citizen 4 years of experience of senior supervision, management, and operation of Mission Command Training Center/Complex, with emphasis on Combat Medic.
Project Management Professional Certification.
(PMP) Four (4) years of project management experience Must currently possess and/or can obtain an active US secret clearance.
Preferred Qualifications: At least 8 years’ experience in a Special Forces Group or higher Army or Joint Special Operations organization HIGHLY Desired.
Experience with Special Warfare Center & School (SWCS) Training Management System.
