*Purpose of Position:* Provide a variety of support maintaining, analyzing, and assisting the Organization’s Directorates.
*Duties and Responsibilities (Essential):* • Responsible for accurately maintaining the Organization’s/Directorate’s and/or Office’s Table of Distribution and Allowance (TDA) manpower document.
• Administer and coordinate manpower related programs, such as reductions (as directed by higher authority) in conjunction with other Directorate staff.
• Provide other analysts assistance on matters concerning the organizations TDA and perform authoritative review to and The Army Authorization Documents System (TAADS) submission.
• Provide advice, guidance and assistance through analytical and evaluative methods to requirements such as identifying, distributing and reallocating positions (civilian and military) throughout the organization.
• Review and analyze manpower submissions and assure TDA documents reflect actual organization structure.
• Prepare audit trail of all organizational and manpower-related changes and actions.
• Prepare manpower justifications and forward changes, corrections, and revisions to the TDA through appropriate channels to approving official.
• Review, analyze and disseminate guidance to management officials with recommended equitable distribution of requirements.
• Research, analyze, staff and develop a fully coordinated position for all manpower issues by providing factual, validated information.
• Prepare draft manpower reports to document findings and present recommendations.
• Prepare supporting analytical documentation, briefings and backup material in order to assist with process to justify/defend recommendations during manpower submissions.
• Develop and maintain databases (working TDA, on-line TDA system, etc.
) to reflect Organizational posture, strength accountability, and accommodate various reporting requirements.
• Develop and assist in managing the organization’s Human Resource Plan which includes all facets of Human Resource Management, to include, but not limited to personnel recruitment actions, training, hiring plans, intern management, work hours (flex time), work location (telework), and compensations plans (awards, pay banding).
• Review, analyze and recommend changes to the Organization’s policies, regulations and memoranda on various manpower requirements in order to explain guidance provided by higher authorities.
• Review and comment on draft regulations regarding assigned programs as requested.
• Identify alternative manpower/human resource approaches, obtain data, draft documentation or correspondence and recommend most effective solution or action.
• Provide advisory services on recruitment and placement actions.
• Advise management on recruitment strategies, sources and special programs which emphasize affirmative action in staffing positions.
• Make suggestions and offers advice concerning the best qualified candidates in keeping with DA staffing goals and programs.
• Oversee/monitor all manpower/force management matters.
• Monitor/manage the Organization’s TDA to include input to higher headquarters through FMSWeb and RM Online systems.
• Provide monthly update of TDA to direct supervisor managing the spaces and funding for those spaces based on the Personnel Control Document (PCD) updates.
• Possess a working knowledge of Agency organization mission, functions, & programs to evaluate PCD, TDA and staff requirements and identify & resolve problems with manpower and structure.
Works with all directorate and division chiefs to determine the grades, series with appropriate duty titles for all civilian billets and grade, MOS and military talents for the military billets.
• Prepare monthly, annual and special reports containing the Organization’s manpower and work-year data.
• Responsible for the development of Concept Plans (CONPLANS) and Command Implementation Plans (CIP) and organizational structural changes.
*Qualifications: * · Active Secret or higher Government Security Clearance · BS in Human Resources, Business, or related degree with 8 years of related increasingly complex and progressive experience.
In lieu of a degree, 6 additional years of related experience may be considered.
· Position may require travel, less than 25% of the time.
· Three years of experience in the development and implementation of criteria for the collection, compilation, and recording of technical data that allows verification and replication of outcomes through experimentation.
· Experienced with current technologies and where required for the task, emerging technologies.

* Must be able to operate a computer for extended periods of time.
* Must be able to operate a phone both making and receiving calls and taking or conveying information.
* Must communicate effectively, both verbally and in writing * Occasionally lifts/moves up to 25 pounds.
