General Statement of Duties/Distinguished Features of the Class First review of applications will be September 15, 2023 Hiring range is negotiable between $90,020 and $116,126 depending on a candidate's qualifications and experience Performs difficult professional and management work planning, organizing, and directing a department responsible for land use planning and development, zoning and building code enforcement, and permitting functions for the City.
An employee in this class plans, organizes and directs the work of a staff responsible for planning, zoning, permitting, code enforcement, community relations & development and engineering services.
The employee works through division managers to supervise program services to ensure that well planned and orderly growth and development occurs through proper ordinances and programs, thereby making efficient use of the City's land and resources.
Work involves directing and coordinating services for short and long range planning on policies, ordinances and land use plans; directing staff support for the Planning Commission, Board of Adjustment and other boards and committees; advising the Council and Manager on development and planning matters; assuring appropriate permitting, and taking the lead in guiding land use planning efforts.
Considerable tact and courtesy must be exercised in frequent personal contact with City, municipal, state and federal officials and citizens.
Work requires managerial, expert professional and technical knowledge as well as the ability to formulate strategic plans and direct progress.
Work requires significant independent judgment and initiative in complex issues that must meet professional standards as well as state and local regulations.
Work is performed under the general supervision of the City Manager with input from the City Planning Commission and is evaluated through periodic conferences and reports in terms of overall results achieved.
Essential Duties and Tasks Develops a broad-based vision with strategic goals for the Department; creates, develops and administers policies and procedures to meet goals; prepares and reviews comprehensive planning elements relating to a broad spectrum of social, economic, physical and community facility concerns including land use, infrastructure, zoning, and environmental impact.
Serves as technical advisor to Manager, Planning Commission, Board of Adjustment and Council and advisory boards and commissions regarding planning, permitting, zoning, land use matters and code enforcement; prepares reports and makes presentation; researches projects.
Assists professional staff with review of complex plans and projects to ensure compliance with regulations; monitors ordinances to ensure needed revisions are done in a timely manner.
Guides department through development and implementation of new programs and services to improve customer service; recommends changes in equipment, policies and procedures.
Responds to complaints and inquiries about planning, inspections and permitting; investigates and follow up as needed.
Develops, coordinates and directs a variety of special and continuing plans related to the growth, development, and redevelopment of the City; balances concerns for current and long-range planning efforts.
Participates in meetings and public hearings to explain recommendations on planning proposals; answers citizen and developer questions regarding planning and related issues.
Coordinates planning activities with affected federal, state, municipal, regional and private agencies, serves on a variety of area committees and task forces to represent the City and have input into issues.
Recruits and provides support to staff; collaborates on development of work plans and monitors and evaluates work; provides guidance, support or corrective action as needed.
Develops and administers department budget; reviews and approves purchases.
Provides research and input into the development of ordinances, policies and procedures for the City and the department; advises the City Manager and Board on related issues.
Serves as City's liaison to professional consultants hired to perform specialized work related to planning, zoning and land use or other special projects.
Performs other related duties as assigned.
Knowledge, Skills and Abilities Extensive knowledge of the principles and practices of community and economic development and public sector planning.
Extensive knowledge of governmental laws, programs, and services pertinent to the community and economic development and planning processes.
Extensive knowledge of the environmental and socio-economic implications of the planning process.
Skill in the collection, analysis, and presentation of technical data and planning recommendations.
Considerable knowledge of management techniques as applied to City government.
Ability to organize, supervise and direct a group of professional, technical and support staff and perform administrative functions such as budgeting and staffing.
Ability to establish and maintain effective working relationships with community groups, federal, state, regional, and City officials, and the general public.
Ability to direct the preparation of comprehensive reports and studies.
Ability to express ideas effectively in oral and written forms.
Physical Requirements/Special Requirements PHYSICAL DEMANDS: The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
The work may require specific physical characteristic and abilities such as heightened strength, mobility, dexterity and full range of motion.
The following additional physical abilities are also required: manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity and walking.
WORK ENVIRONMENT: The work is generally performed in an office environment and involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences or commercial vehicles.
Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are minimally required.
MINIMUM REQUIREMENTS: Bachelor’s Degree in Planning, Engineering, Economic Development, Public Administration or related field; Ten (10) years of experience in the public sector Five (5) years of supervisory and administrative experience Or an equivalent combination of education and/or experience.
SPECIAL REQUIREMENTS: Possession of a valid North Carolina Driver’s License.
PREFERRED QUAIFICATIONS: Master’s degree in Planning, Economic Development, Public Administration or related field.
Possession of American Institute of Certified Planners (AICP) certification.

Part-time employees who work 30 hours or more per week on a continuous year-round basis are also eligible for EAP services.
Employees and dependents each receive three free visits per year.

Medical and Dental Insurance: The City of Goldsboro is fully-insured, and provides medical, dental, and vision insurance through the State Health Plan (SHP), MetLife, and Community Eye Care respectively.
Medical, dental, and vision coverage is available to all full-time employees.
Part-time employees who are scheduled to work 30 hours or more per week on a continuous year-round basis may, if they so desire, purchase available group health through the City for themselves and qualified dependents.
The coverage for medical is the first day of the month following the date of employment and dental is effective on the first day of employment, vision insurance is effective the first day of the month following the effective date of employment.
Medical insurance is provided to full-time employees at a minimal cost and pro-rated for part-time employees.

Social Security: The City employees are members of the Social Security System.
The employee contributes 6.

Eligibility for unreduced monthly benefits begins upon retirement after 30 years of service at any age, at age 65 with 5 years creditable service or at age 60 with 25 years creditable service.
Police Officers and Park Rangers may retire at age 55 with 5 years of service and receive an unreduced benefit.
Eligibility for reduced monthly benefits begins after you reach age 50 and complete 20 years of creditable service or you reach age 60 (age 55 if you are a firefighter) and complete five years of creditable service.
Police Officers may retire early with a reduced retirement benefit after you reach age 50 and complete 15 years of creditable service as an officer.
457 & 401K Supplemental Retirement Plan: The City of Goldsboro offers the NC Supplemental Retirement Plans, 401K and 457.
The City contributes 4% to the 401K for all non-sworn full-time employees and 5% for sworn police officers (as approved by the Council) and the 457 plan is voluntary with no contribution by the City.
The 457 and the 401k allow employees to set aside funds which is through payroll deduction and is tax deferred.
Income tax is due when the deferred earnings are returned to the individual normally at retirement.
Worker's Compensation: All City employees are covered under the North Carolina Worker's Compensation Act.
This act covers those employees who suffer injuries as a result of an accident while performing duties.
The Workers' Compensation program will pay medical expenses and a portion of the employee's salary, after 7 days, if the individual is out of work as a result of a work-related disability.

New hires may serve a six month probationary period upon date of hire and are evaluated in six-month increments.

Note: The merit eligibility criteria is subject to change at the City Manager's discretion.
The appraisal process in the City of Goldsboro includes an evaluation of each employee's duties and responsibilities applicable to their position.
Upon completion of the probationary period, employees are evaluated on an annual basis.
The appraisal period is from October 1 – September 30 of each year.
