Position Overview This position is located in the Performance Management Division.
Examples of Duties PRIMARY PURPOSE OF POSITION: The primary purpose of this position is to provide direction and administrative oversight of the Performance Management Section which encompasses fourteen positions.
This position directs, plans, and coordinates all functions of the Performance Management Section with the goal of promoting efficiency of agency processes and positive outcomes for children, youth, adults, and families served by the agency.
This work involves the application of advanced management skills and professional casework knowledge, along with skills on human relations, supervision, administration, community relations, and the evaluation of social and eligibility programs.
This position reports directly to the Director of Social Services and informs the Director of any program trends, changes, problems and develops solutions to address relevant issues.
Duties: The Social Work Program Administrator II will oversee the day-to-day operations of the Performance Management division under the direction of the agency Director.
This position may act for the Director in matters pertaining to policy, staff development, and continuous quality improvement at local, regional, or state conferences or meetings.
This position may assume the responsibilities of the Assistant Director of Social Work Services or Economic Services in their absence.
The Performance Management Section provides on-boarding, training, and coaching for social work employees in Social Work Services (Adult Services and Children Services), monitors agency performance outcomes, provides data analysis, coordinates county and state audits and targeted case reviews.
This position assists agency and departmental leadership in strategizing and developing corrective action plans and standard operating procedures and consults on agency projects and initiatives.
The Social Work Program Administrator is responsible for setting long-term programmatic and operational goals, as well as the necessary organizational structure and support resources to accomplish those goals.
By using information systems within the within the agency as a management tool, the Social Work Program Administrator plans programs that meet the needs of children, families, disabled adults, and the elderly.
The Program Administrator initiates and participates in the development and implementation of mechanisms to generate management reports which reflect program and staff effectiveness, such as practice standards, reporting systems, fiscal accountability, training, and other quality assurance measures.
Minimum Qualifications Master's degree from an accredited school of social work and four years of social work or counseling experience, two of which were supervisory; or bachelor's degree in social work and five years of social work or counseling experience, two of which were supervisory; or bachelor's degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and six years of social work or counseling experience, two of which were supervisory; or an equivalent combination of training and experience.
Knowledge, Skills and Abilities Thorough knowledge of methods and principles of casework supervision and training.
Thorough knowledge of social work principles, techniques and practices and applications to casework and community problems.
Considerable knowledge of social and economic factors in the community, and local agencies and resources.
Considerable knowledge of the laws, regulations and policies which govern social services programs.
Considerable knowledge of the principles and techniques of public administration, including personnel administration, budgeting and office management.
Skill in directing a large staff of social workers and supervisors and related professionals and students engaged in a variety of services.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License.

Refusal to submit to testing or a confirmed positive test shall be a basis for withdrawal of the conditional employment offer.
Law enforcement background check is required.
This position will be required to assist in emergency and/or disaster situations.
The Cumberland County Department of Social Services has a dress code policy that must be adhered to.
This policy includes specific guidelines related tattoos and body piercing.
